Your Responsibilities:

Under the leadership of the Chief Public Policy Officer, the Public Policy Advisor will work with a range of in-house experts ;

  • Research and analyze the current legal and normative landscape governing the behavior of state and non-state actors in cyberspace, including policy and legal research streams;
  • Track and report on developments in cyber and internet governance at the international and domestic levels;
  • Collaborate with the Institute cyber data analysts to analyze legal and policy implications of cyberattacks and operations, notably by analyzing how attacks violate legal instruments and norms;
  • Contribute to the development and implementation of global, regional, and country-level policy and engagement strategies;
  • Provide input and position papers to multi-stakeholder initiatives in the context of peace and justice in cyberspace;
  • Produce policy briefing, position papers, blogs and other materials on topics of strategic importance for the Institute;
  • Liaise with relevant stakeholders across industry, academia and civil society, and relevant public sector entities;
  • Perform additional tasks in support of the Institute, across various teams, projects and initiatives.

Your Experience, Skills, and Attributes

This position requires an experienced policy advisor with significant knowledge and expertise in the fields of cybersecurity and relevant laws and norms.

Candidates must have experience in leading the design and implementation of cyber-related advocacy strategies in a multi-stakeholder environment.

As an experienced public policy advisor, candidates should have the following track record:

  • 3-5 years in cybersecurity policy, digital diplomacy and/or cyber research;
  • 3-5 years of experience in developing and implementing policy work at international level;
  • Proven experience of engaging with multi-stakeholder initiatives, governments and international organizations in the context of cyber-related policies;
  • Demonstrated critical analysis and writing skills, including through publications in blogs, academic journals, and presentations, related to international law and policy (i.e. cyber norms, International Humanitarian Law, International Human Rights Law, etc.);
  • Ability to understand societal impact of cyberattacks, and be able to translate these into policy recommendations and influence/engagement strategies;
  • Strong oral and written communication skills in English (with strong oral and written skills in French considered an asset);
  • Capacity to manage multiple projects simultaneously whilst dealing with ambiguity, adversity, change, and real-time adjustments;
  • Appetite to work in a fast-paced environment, with strong planning skills and commitment to excellence;
  • Lateral thinker, capable of listening to other people’s points of view and integrating multiple internal and external perspectives;
  • A strong team spirit, enjoying engaging with people from different fields and backgrounds and an ability to create and foster relationships with stakeholders;
  • Experience working in a multicultural environment at the international level.
